In what has been received as an outrageous move, the Russian Republic of Chechnya have announced a ban on music that they deem to be too fast or slow. Chechnya’s Minister of Culture, Musa Dadayev, announced that the permissible range of music that can be created in the republic has to range between 80 BPM (beats per minute) and 116 BPM. The move, according to Dadayev, is made to ensure that music made in the Russian Republic of Chechnya is in alignment with “Chechen mentality and musical rhythm.” “I have announced the final decision, agreed with the head of the Chechen Republic Ramzan Akhmatovich Kadyrov, that from now on all musical, vocal and choreographic works must correspond to a tempo of 80 to 116 beats per minute,” Dadayev said, according to Russian state news agency TASS. “Borrowing musical culture from other people is inadmissible,” Dadayev said. “We must bring to the people and to the future of our children the cultural heritage of the Chechen people. This includes the entire spectrum of moral and ethical standards of life for Chechens.” The law effectively criminalizes modern forms of music that are typically played in clubs across the globe, like house, techno, dubstep or drum & bass, and some hip-hop and rap, which ranges from 60 to 140 BPM.
